With reference to the Vice-Consul's Memo.

No. 53 of the 27th. ultimo, I have the honour to request you to

be good enough to express to the Governor-General of he Liang

Kuang Provinces my surprise on learning that he had sent to

this Colony an officer of his Government to supervise Chinese

emigration to Peru without having in the first instance consult-

-ed and obtained the permission of this Government. His Excel-

-lency's action in this matter shows some disregard of the

usual international courtesies.

Upon enquiry I have ascertained that in

1909 only two ships left this port with Chinese emigrants for

Peru, viz.:- the "Lothian" on the 4th. May with 982 emigrants

and the "Hongkong Maru" on the 1st. June with 5 emigrants. In

such circumstances I can see no necessity whatever to station a Chinese official permanently in this Colony to supervise this

amigration and I would suggest that expectant prefect Hsuoh Yung

-nien should be instructed to confine himself to periodical

visits to Hongkong on the occasion of the departure of steaners

carrying emigrants to Peru, in order to assist the Consul for

that country in detecting cases of impersonation. I enclose for

your information in connection with this subject copy of a

minute by the Assistant Colonial Secretary dated the 6th.

I understand that the next emigrant ship

from this Port to Peru does not leave till the end of August next.
